I would still take off one of the defensive midfielders like Phillips and have Bellingham in a more midfield role rather than as our number 10. I know he's doing well for Madrid in this position but even if he plays a bit deeper it doesn't necessarily mean he can't join in attacks and get forward, a bit like Lampard used to do. That frees up another attacking space where you could put someone like Maddison or Foden behind Kane.
I don't think it's necessary to have both Rice and Phillips playing. I would have Rice and then use Bellingham as the link between Rice and the attacking players. Bellingham makes good good driving runs and he can still attack when we attack
