You are very mistaken. Freedom of navigation applies even in the waters of Gibraltar. There is no gray area here. This is the reason that the US is legally able to sail its warships through the Strait of Hormuz or the South China Sea.

You are also wrong in asserting that EU sanctions can apply to non-EU states. The EU has no jurisdiction over Iran. I’d have thought that to be obvious. International law always takes precedence.
