Is Birmingham a dump?

I worked in Birmingham from 2002 to 2008 & again from 2018 to 2020. It's improved a lot in that time, but the city centre still lacks a large number of decent pubs.
There are, however, decent places to visit in the outskirts including the Jewellery Quarter, Moseley, and especially the Black Country which is home to some of the best pubs & beer in the country.
 
Dump is rather strong but I’ve never got the second city tag.

I get to visit all these places to write about the Beer Guide pubs. The Red Lion in Shirley is flat roof heaven.

I've spent far too many hours in that pub. Feet stuck to the floor, colourful locals, great memories

Ansells! Used to taste like putrid sweat.
Although they could have marketed it as "Not as vile as M and B" ...
 
Probably no more than Greater Manchester. I’ve been doing a journey on the tram recently starting from Eccles and ending up in Ashton. Away from the city centre, nice places in Greater Manchester are in short supply.

It can’t have been that recently as the tram from Eccles has not been running for quite a while. :-)
Plus Greater Manchester has lots of very pleasant areas. I guess beauty really is in the eye of the beholder. :-)
