It`s not gonna happen obviously, but even if...
Childrens belongs to their parents/guardians not to goverment, council or school, so parents plan and decisions should always comes before any bureaucratic decisions. End of story.

Your missing the point, the parents are aware of the rules of a school. Some will be more flexible tha others. If they don't like the rules then they don't have to send the child. There are many options available.

Of course. It doesn`t mean people do it very often though and it`s usually taken while serious circumstances occurs.
All you need to do is to inform the school so they know it`s with your consent.
No fine or anything for it.
Your kid, your responsibility. If you let your kid skip too much school days it simply won`t get promotion to the next class (minimum 50% attendance plus grades must be completed for it) .

well it does really seem to be the point in the context of this discussion

I'd imagine that i could send a 5 year old to school and that the 5 year old could miss a week or two of school and amazingly still have the potential to get decent grades in GCSE's a whole decade later

So your argument is a 5 year old can progress as long as they get the grades? A 5 year old.
