They just don't care....the majority live in / or own big houses with a fair amount of land attached to them, why should they be bothered about access to the countryside for someone who lives in a terrace or flat in a city

why spend your money on a forest or woodland only to do nothing with it? it just doesn't make commercial sense...this is how it will go
1) the buyer will get the nod that ok to buy the land cos in a few years the rules will change
2) Mr Average doesn't bother to invest cos
a) initial view is that there is nil investment return
b) it will be sold in huge chunks that only the wealthy can afford to buy
3) Land is sold cheaply (under our feet) cos there is nil competition for it
4) In a few years time , planning permission is granted for the purchaser to build his/her big house or a golf course / hotel / leisure complex etc etc etc.
first you have to get over the big step.....which is selling the heritage of everyone in the country...you do that by telling everyone that you will transfer it to private ownership BUT NOTHING WILL CHANGE.
After that you can do what you want cos you make the rules (MP's) and either bought the land yourself (or you are involved in a company who bought it) or a relative bought it it or your mate 'sorts you out for the heads up you gave them at the outset'
