Fellow over on the cafe is completely puzzled as to why Isco would consider signing for us when Madrid is calling. It's fairly obvious, but it seems beyond them.

He would if he knew that would mean a sure spot in the world cup squad next year (since he'd be the man at Malaga, and sure starter every week.
There's nothing left for Isco in Malaga right now, given that they are banned from the Europa League, and have lost their appeal. Don't know if they can appeal again, but that's how it is now.
Also, nothing better than impressing the national coach by showing how good he is in an already impressive squad. If he's good enough, he'll be a sure starter every week at City.

btw, has it been said if City is willing to trigger the release clause of 35mil euros, or negotiate a lower amount with Malaga?
