I am not an expert on Spanish tax law, but this article does seem to indicate that the tax laws have been changed for Spanish born players:

In context of the Beckham Law. It was the overseas players that benefitted.

This is why I'm not too bothered about our inactivity. We have some nice youth coming up. I do think we need to strengthen but in just a few select positions. Most important transfer news for me would be Mancini and Silva signing new contracts.

I hope we use the Carling Cup as a chance to play people like Suarez, Rekik, Razak, Scapuzzi and Jordi Hiwula even? I really like the look of him. With the squad we have the team is still going to be very strong even with the addition of a few youngsters.

Pantilimon will play in all the Carling Cup games hopefully.
 
Well it depends if we want to win the Carling Cup or use it as a youth training cup like Arsenal do. If we want to win it we can play Pantilimon + maybe 2 or 3 of the youth players per game until near the end (when we'd need to field stronger sides like we did last season ), if we want to use it to give them experience, we can play 5 or 6 but possibly crash out in the 3rd round like we did to West Brom a couple of seasons ago. I suspect only Rekik, Suarez, and Razak (maybe Roman if he stays which is looking unlikely) will have a chance in the Carling Cup, that's if they aren't loaned out which is also a possibility. If Micah or Zaba are injured then Wabara might have a small chance of playing.

The creation of the U21 (and U18) Premier League in the 2013/2014 (probably) season will create a better bridge to the first team.
