Why would Ortega agree to Carson not being included in the CL squad? So he could be instead.

I don't really want to argue it though as I myself don't think it is the case. I think it is unlikely but not entirely impossible, don't need to make any more case for it than that.

TH might be able to shed a bit more light on this, but it could be an incremental rise as the years tick by.

It’d stop most speculation surrounding players unless they were agitating for a move.

I meant why would Ortega sign for a club he’d likely never play for.
 
I doubt the club would be going through the hassle of finding an out of contract keeper that can cone in for free to be second choice, just to make some 10-15m on Steffen. I know it all adds up, but money ain't that tight.

If this is happening either Steffen himself fancies a move and more playing time, or pep and the club think they need a better No.2. Steffen is also only 2 years younger than Stefan.

I don't disagree with any of that. city want 3 good GKs. Steffan would be third choice, he can go if he does not like that but city would preferably like to keep both. I suspect this stance is just a business negotiating tactic.
