Don’t see why not, we bought a £40 mill player and thought we could improve him and use him in our team. Phillips hasn’t played for 2 years though, got a big contract etc.It's an odd one clearly.
Sancho played over 80 games for United, so he's well and truly tested and been found out. He's clearly talented, so may turn it around, but obviously has dropped in value.
Whatever we think of Phillips, he wasn't given a chance to play at City. I doubt anyone looking at him expects him to play like Rodri at their club, but they probably assume the player who did well for Leeds and England is still there.
Given that we saw some crazy prices for DMs last season, then it's quite possible he's kept his value.
