In Bernardo's case he wants to go to one team and they have never put an offer in so there has never been a decision to make. However from what we know is City have said he can go for 50m which is well below what his market rate would be. That is out of respect of him, what he's given City and how quickly we can reinvest that money.

There is no obligation but City more likely to do a deal than not.
