To be fair the article mentions 'Manchester Clubs' are interested and that's it. Most of it is about how Liverpool are the favourites.

MacAllister was denied by City off record only couple months back when previously linked.

He'd be the ideal signing in my opinion. He would slot straight in for Gundogan without a problem. Probably more the deep lying playmaker Gundogan was at Dortmund than the more attacking Gundo we now see, but a player that can control and dictate the tempo, had excellent vision and can run the game.
Bellingham is yet to be refined and moulded, his ceiling is huge and he'd be an absolute beast coached by Pep. We should get them both really. Why not.
