So you mean join city and leave the transfer fee up to FIFA (is it FIFA that determine it?). My only question to that would be are we confident City would sign someone without knowing exactly how much we are liable for?I don't think that's a real issue.
From what TH and the more reliable people in the press have said, it seems like the Messi's are trying to find an amicable exit. They're doing that very publicly.
If, after several high profile meetings, Bartomeu still won't budge, they will just leave, and back their lawyers' (and the lawyers who wrote the contract) interpretation of the contract - especially if they've consulted FIFA on it too.
It seems like it's more about showing that Messi tried to leave on good terms then actually needing them to let him go.
