TH informed us that Mess has lodged documents with FIFA today and we assume that FIFA will “pronounce“. This may not be the case; Messi may wish simply to show that he is quite clearly no longer under contract to Barcelona and thus entitled to join City. If his contract is so clear Barto and Tebas are stuffed. And all this about dates and interpretations is so much hot air.

I'm not sure what you see as the difference? I assume he's gone to FIFA to get an ITC (International transfer certificate) so that he can move his registration to City
