We already have Barry, Milner, Rodwell, Yaya for the 'midfielder' role(s). Whether you rate Moutinho more than the first 3 listed there (he probably is) is irrelevant when you already have those 3 in your squad.

perhaps city would prefer garcia as mancini thinks garcia is a better fit for us than moutinho. just speculating

We've apparently scouted Garcia for over 1 year, this isn't a panic buy if it goes through but a well planned alternative to our main targets (De Rossi and Martinez I guess) who we can't get.
