What City is waiting for to get the job done? Why waiting and losing the time just to encourage other clubs to inter the race and may start a price bidding war that will raise the price unnecessarily?

Cheer up chicken. They'll have had exploratory talks in some way. Both sides know what to expect. Sometimes things have to go at a certain pace, so they all line up.

None of the above, actually it might be the wrong or poor negotiating strategy or technique. Offer a lower price and wait for weeks (hoping they will change their mind), then if they don't accept it, either move on or accept the defeat and pay the full price. We have seen this many times before.
