As for why is it best for City now, but not previously? -
It's all about timing and opportunity. There's a cut off point with every player were one season it's right to keep, and the next it's time to sell. Knowing when that cut off point is reached is a judgment call, but such a point exists with every player.
Then there's the issue of opportunity. If there's a keeper Pep has in mind and he's available then it makes more sense. If Pep is unhappy with Joe but there's no clear upgrade available, then Pep remains 'stuck with what he's got'. He may not be our most pressing issue in the squad, but if there's a better keeper available, but no better left backs available, you still upgrade the keeper in the meantime.
