The article seems to have been posted 6-7 hours ago (at least under it's title). I used "John Terry has agreed in principle to stay at Chelsea and reject the chance to join Manchester City" as the search term. It appears linked in a number of places (a CFC Twitter for instance), but the links direct you back to the Telegraph (I couldn't find a cache). I did find it here:

John Terry to remain at Chelsea as Manchester City offers fail
John Terry has agreed in principle to stay at Chelsea and reject the chance to join Manchester City. Negotiations over a new improved deal will take place once Chelsea return from their pre-season tour of the United States.
Chelsea are expecting Terry to make a public statement about his intentions in the next few days which will come as a severe blow to City who had been confident that they would be able to sign the central defender despite Chelsea’s determination to keep him.
Although Terry has spent his whole career at Chelsea and remains the club’s pivotal figure, it is believed City’s offer to raise his wages to £200,000 a week forced the Chelsea captain to consider his future.
Earlier this week, Frank Lampard added to the uncertainty surrounding the future of Terry, admitting uncertainties over whether his team-mate would remain at Stamford Bridge next season.
Last night, led by Terry in central defence, Chelsea dominated former manager Jose Mourinho’s Inter Milan at the Rose Bowl to get their World Football Challenge campaign off to a winning start in California.
Terry played the full 90 minutes for new head coach Carlo Ancelotti, and Didier Drogba underlined the importance of the 28 year-old after the 2-0 win.
“He’s our captain and we need him and we know he’s going to stay with us and win more trophies,†Drogba said.
