Not saying Evans is Pogba-level, obviously, but I think the argument of "Well they didn't want him, so he must be shit" doesn't really hold up.
Pogba was very young. Evans is nearly 30.

Not the world class centre back we were all waiting for but i can see the sense in this one... he's been decent for West Brom the last couple of years. He can play the ball out. We can't play a team of 21 year olds every week. A bit of proven premier league experience especially when big Vin is crocked could prove to be a master stroke... plus it keeps a bit more money in the pot for Mbappe [emoji16]

No! they don't. every position that is require filling will have a profile of what attributes are required to fill that role. Outside Influences will affect the target such as budget, availability etc, but if a player does not fill the basic technical profile they won't go near them
