I can't answer for all German players, nor for all Germans (I am not German by the way, just living here). In case of Julian Weigl I would love to see him in City.You're quite right, in that you can't answer for all Germans.
But you can answer for yourself.
You said in your original post "Let's see what money can do" as if the only possible reason he would leave Dortmund for City would be for money.
The better question is "Let's see how ambitious he is".
The reason no one leaves the Premier League for the Bundesliga is because it's a step down. It might not sit comfortably with you, but the German league is inferior to the English one.
City signed the best player in Germany last summer and he's not even the best player in our squad. The manager of the biggest team in Germany is quitting to come and manage a team whose stadium is "light years" behind. Are the best player and the best manager in Germany solely driven by money? If so, how did they end up in Germany in the first place, and why are they both jumping ship at the first opportunity?
The Premier League is the most competitive top league in Europe, as Jurgen Klopp is finding out. It's the most valuable sports league in the world. The most watched sports league in the world. Bigger than the NFL, bigger than the NBA, bigger than the Champions League. It is a global phenemenom. By contrast, the Bundesliga is one team regional league that no one outside of Germany really cares too much about.
The question shouldn't be "Why would anyone leave the Bundesliga for the Premier League" the question is "Why wouldn't they."
I can however imagine he is thinking that things are going a bit too fast. He only joined Dortmund at the beginning of the season from 1860 München. I don't think anybody (including himself) expected him to get so much playing time in Dortmund, so he has already exceeded all hopes and expectations. Joining City would surely be another step up for the young man, and I believe he is thinking it would make more sense to stay where he is and learn some more, before moving abroad. That's how I would think anyway.

Even though he ruled out a move this winter the summer is totally open ofc. IF Pep comes it gives us another level of sex appeal. The likes of Weigl for a price of 30m could prove an amazing deal. Very mature for being 20 y/o. He'd be an ideal replacement to Fernando.

To be fair, there is a long list of defensive midfielders that would be an "ideal replacement" for Fernando. He has indeed been much better this season but that's not great praise. He is a very limited player that is not quite up to the standard needed for the premier league. We also cannot afford to have any players in our midfield that consistently struggle to control the ball in space or under pressure (and if Pep comes it will definitely not be tolerated, as it is a death nail for his system).Even though he ruled out a move this winter the summer is totally open ofc. Weigl is a plus on what we will buy for Yaya. Very busquets like. Pretty cheap and young.
Really hope we get him. I think Busquets is the best holding mid in the world but with Weigl's age Pep could mold him into world class here and even once he leaves he could still boss our midfield for years to come

I don't think you get them both. Question is do you go for the youth and wait or spend big for the finished product now. I would go the youth route since we have Dinho. If you get them both you really would have to sell both ferns.

Fair enough. Surely Yaya is leaving as well?! Weigl would be ideal as well as we stand a chance of getting him imo. But, Busquets would be a bonus and will probably be the master to Weigl.

I'd be ecstatic with either but I'd prefer Weigl as he offers many more years to play for us than Busquets. Busquets makes us instantly better for the next 3-4 years. Weigl could become better than Busquets under Pep.

Pep's not God. Weigl will have to do his part on the pitch first before comparing him to busquets.

Weigl is a good player and his having his break out season but he isn't Busquets. Busquets is a much better passer and more of a deep play maker. Weigl's passing range isn't as good as some on here think. He's more of a 'give it to somebody more technical' sort of player. He's a good player but he isn't the heart beat of a midfield. He needs a Gundogan along side him to compliment what he is good at.Really hope we get him. Gareth Barry would be a similar sort of player to him (if i could compare him with anyone from our recent squads), although he is more slight and less physical, but technically cleaner. He would compliment a tempo player perfectly, but he wouldn't be that tempo player. A bit like Barry was with Yaya.
I think Xhaka and Gundogan are more realistic targets than Weigl and Busquets.
especially with Gundogan coming closer to end of contract and seemingly wants to come. I reckon it would be very difficult to take both of BVB's starting central midfielders in one window.
