Looks like TC but he always wore the 11 shirt for City,he went to Sheffield Wednesday after City and I would say that's him playing for them at Blackburn.

My best mate, who happens to be a City fan from Lincoln, came on once as a sub for Lincoln City Reserves and the guy he replaced was Bob Latchford, trying to eke out one last payday. It's not a bad chat up line with ladies of a certain (middle) age.
