The fee your demanding for Raphinha suggests 45-50 million will do it for Phillips if he tells the club he'd like to join City. But ultimately, the fee is irrelevant. Much like Grealish, Phillips is Leeds through and through. When he decides he wants to leave the club and tells the club that, they will respect that decision and ask him to get the asking price.
You have to look at these things from the players' POV. What is going to enhance his reputation - continuing to play for a relegation threatened club with an unproven manager or move to the Champions and play under the best coach on the planet. The answer is obvious.
