If Gareth Waistcoat says "not ideal" in public, it seems likely to me he might be going a bit further in private.
He's also answering a question, which means the press are asking, it's a thing for them.
And I would imagine his agent is also likely to be telling him it might be time to leave.

TBH I think it's possible it's all window dressing, that he and his agent knew it was probably time to go even before the end of the season. But they decided that hanging tight and wait for the move they wanted.

If someone who doesn't play any football can be called up to represent his nation at football, then I want to know why the f*ck I haven't received a call?

It depends if he really believes he can break into the team. If Pep has had the Joe Hart chat with him maybe not. He's won four top trophies in spite of how limited his contribution has been. If he goes to Liverpool, as much as we hate them, they are a top club and he could win more trophies and play regularly.
 
One of the things I really like about the way our club is run is not holding players against their will. This isn’t entirely that situation as the club probably is happy for him to leave but I have no problem loaning to Liverpool just as a goodwill gesture toward the player. I think players and agents pay attention to that stuff and while the money is pretty much always the deciding factor it’s good to be a club which finds solutions for players
 
How the fuck are we even considering loaning him to the dippers?
We’ll brush over the fact their fans bricked our team bus, we’ll even brush over the fact their club hacked our scouting database.

I suspect that this could have played a big part in his thinking, but from City’s perspective it’s got to an unhealthy position now and he has to move on, hence the willingness to sanction a move to pretty much anywhere.
