Surely if he's adamant no rules were broken then he should trust his own judgement and challenge any fixed penalty in Court particularly where so much is at stake for him personally and professionally. It's not the police's job to act as judge and jury where a person denies offence they have issued a FPN for.

And a FPN still assumes innocent until proven guilty, unlike a PCN, which assumes exactly the opposite.
