I've just read that Durham Police do not issue FPNs, not sure if that's true or not. Be interesting to see how he words it. Might give him a clever out.

I’m sure they have some leeway ie issue a FPN or not but I’d be surprised if they have a blanket ban that “we don’t issue them”. This is under the microscope so Durham will surely apply the law fairly and without prejudice which they always should.
