He keeps changing sides.

Can you explain your reasoning here?

Devolution and decentralising power has been a staple of Labour policy since Blair was in opposition. The passed the Sustainable communities act in 2007 which gave loads of new powers to local gov, they brought in devolved power in Wales and Scotland

Which side did you think those policies belonged to?

Also why do you think this is a new position for Starmer? This is exactly what he said at the party conference months ago - “If we want to challenge the hoarding of potential in our economy then we must win the war against the hoarders in Westminster. Give power back and put communities in control”.

Stand easy ! If you look at the caption, the good old beeb has spelt the Labour Party as Laboru. Thus, the 'new party'.
 
The whole term might be a theme of fixing what the Tories have done and he'll have to campaign at the next election to say it's not done and he needs another term. Whilst the Tories and their media blame Labour for their actions.
Especially if he finds a note in his desk drawer saying "there's no money left,ha ha"
