The first step is that the FA can ask the referee to review his decision because they think he made an obvious mistake. This is where red cards can be overturned without an appeal even being necessary (i.e., the ref admits he got it wrong). I was under the impression that it is out of the hands of the ref now and that the appeal is listened to by a seperate team - maybe I am totally wrong though
