The City surcharge does exist but we mostly get value these days. Doesn't stop clubs asking for inflated prices though.
In GK's case there would be more than one potential buyer so the market will decide the price.

From what I have seen of him he's worth at least 30 million when you factor in his age! If they could pull him and pogba in the midfield would be sorted for the nsxt 8 years in theory!
