it's happening with Haaland right now they will be trying to get into his head and want him to run down his contract and walk away for peanuts at City,

Madrid are bound by the same rules, but because they were still growing their revenues, and stayed just the right side of the rules, they can still spend huge amounts.

I agree with the general thrust of your post though - they chose to use their power as the "ultimate destination" to turn a player, and put the money into wages rather than high transfer fees.
