Kyogo has been experiencing shoulder pain since he was playing in Japan, but it is not dislocated like Phillips.
Without surgery he can still play as he is.

Fair enough, just seems weird that a player he rates so highly and was/is available for a fairly reasonable fee is not signed, even more so last season after losing Kane.

You get to choose from a bigger market, might be in the plan and then you get get agents of guys who never entered your thinking. Things change. Kyogo has a similar style/profile to a couple of player spurs already have as well.

Can see the pros/cons in this. He looks a handful.

Maybe as a deal it makes more sense for City than it did Spurs.
