No, the two areas above Bayern are worse. Saxony-Anhalt (12) and Thüringen (18.5), then Bayern (8.7) region comes in after them. Neither of those border Austria.The worst hit German areas are the ones adjacent to Austria. That's Bayern, where Munich is.
