I met someone who worked at the factory in HR who told me that it was deliberate.

They know that kids will eat whatever sweets they are bought so had to convince adults that Haribo's are the sweets they've always eaten. The advert was specifically aimed at adults, not kids. They came from Sport, which is as unreliable a source as you’ll find. Now others are just recycling that story as they like to do.
