So to sum up...
Messi wants to leave and believes he's allowed to on a free.
Barca don't want him to leave, and don't believe the clause in the contract is still valid. If he does leave they believe it would be for 700 mil euro.
La Liga agree the clause for Messi leaving free has lapsed.
City seem interested - but we don't know if that's if Messi is free or for a fee.
Messi's Dad (agent) is coming to Spain to try and sort it out.
Messi has effectively gone on strike, not turning up to Barca appointments and training, his excuse, he believes he's no longer a Barca player.

Are City only interested because Messi has believes he's a free agent and advised us so?
If City are willing to pay a fee, how much? 700 mil euro is ridiculous - we would be mad to even consider it based on the amount, his age and the remaining contract length. And the accountants would have great fun getting that past FFP.
Could a deal be done? Barca are very unlikely to want to, but may be forced to if Messi is done with them.
If it goes to court in Spain it's likely to drag on for months, we'd miss the transfer window if that's applicable.
Don't we have more pressing transfer business to deal with?

This isn't going to happen very soon is it, or at all.
At the risk of stating the obvious, months of legal wrangling would move all parties closer to the end of the 20/21 season when Messi could Indisputably leave on a free anyway. Therefore to my eyes, and assuming the €700m clause is bolloxed:
  • Both Barça (and City) have a vested interest in an early settlement. Messi’s a rapidly depreciating asset to both parties.
  • Any compromise settlement has to be within the range from zero to a year’s worth of Messi, however that is valued.
  • In that context I’d say €100m Is absolute tops, and a lower number more likely.
  • At the current moment in time, Barça are just posturing and politicking as a prelude to a meaningful negotiation. City are rightly keeping a discreet distance.
