I've no doubt that City would (definately could anyway) try to make it happen. As to why it maybe would not happen then obviously it's A) Barcelona won't sell or B) Messi doesn't want to either leave or come here.
Of the 2 options B) is probably the most important since if he doesn't want to stay there then player power would probably prevail.
