This is totally bizarre. Who is..... and why,,,, are they shifting all the backroom staff out but leaving the manager in place? surely it in undermining him and his choices and leaves his position untenable?
Standard practice in some sectors of business. They believe that employing people who are no threat to their position can be the fall guy(s) when things inevitably go wrong.
Most successful businesses prefer to employ managers who employ people who can do the detail parts of their accountability better than them so that they can get on with managing that talent to best advantage.
