I think they might have actually peaked under Ped. Buying expensive, quality players is one thing; being able to assemble them into a team is another.
I think that, over time, as Ped's team transitions from one he inherited to one he has built, the team ethic degrades; especially as his fragile mindset becomes imprinted on the side, even though it's full of individually brilliant and capable players.
When Klopp buys a player, he's looking two or three seasons down the line, and uses that time to integrate them. Ped seems to buy as and when needed, to fulfill an immediate need, with little forward thinking or planning.
When you consider how Diaz might develop over three seasons at City, compared to how we know he will develop at Liverpool over the same period, you get the idea.
