Possibly - but I thought a lot of the people who got in to Wembley for the Euros did so on electronic tickets? There were barcodes being shared on twitter.

Let's be honest if you have a fake ticket your not likely to sell it to a mate as there will be a comeback. With a fake paper one you can sell it to a stranger with little or no recourse of action.
