Nowhere in those two articles does it say anything about 5 days only.For the public.

At the time (Feb 21), if you tested positive you’d have to isolate for
10 days minimum, plus provide a negative result before resuming duties.
As already pointed out, it wasn’t until 17th Jan 22 that the 5 day ruling came in.
