The problems also meant some stewards allowed hundreds of fans to crawl in beneath turnstiles, because they judged their tickets legitimate. Though well intentioned, as they recognised the dangerous crush behind them, their actions meant authorities then lost control of how many legitimate ticket holders were in the stadium.
However, because many of these initial checks were abandoned amid the chaos, people arrived at turnstiles with tickets that would not scan. That made stewards either hostile and aggressive or led to the necessity of letting fans climb over or under turnstiles. It also may account for the incorrect ‘forged tickets’ narrative gaining currency.

That's interesting. I used to think Ceferin was in City's camp but I am not sure where he sits these days. It would be nice to think that UEFA may be getting wise to the antics of the "history clubs." I wonder if Khaldoon will ever get an invite to one of the top UEFA committees. That would be symbolic.I wonder how much of this fuss over the CL final, which has suddenly reignited, is linked to Conn's piece about Ceferin packing UEFA with his countrymen? One of those was Head of Safety for UEFA for that game.
My guess would be that Ceferin is trying to curb the power of the old G-14 (hence why he's bringing in people he knows he can trust) and they're using this to hit back? Given Liverpool were part of that group, and their owners are known to be immoral, it wouldn't surprise me.
