The Rags/Liverpool rivalry is still a thing in Asia and USA but City are rapidly catching up in terms of fanbase, especially in the states. When I went to school in the Manchester in the 70s City and United fans both hated Liverpool and Everton because of their feral fanbases but the main football rivalry was always City v United.The rags under Busby were known to be pro Catholic so attracting those Irish Republican fans like Celtic. Some wrongly interpreted this as City being pro Rangers.
The Liverpool success from the 1970's split the Irish support. Those legacy fans attend games and still influence the media. The Rags v Red Dipper rivalry is on the wane as is their narrative, overtaken by City with our new history.
