In the 6 seasons since City got money there have been three seasons where the 'established' top four hasn't happened. Not that established.
Plus one team doesn't have to slip up, Liverpool could just do slightly better. 71 points would have got 4th last year.
I agree that a team could break in even if one team don't screw up. Liverpool had that great season in 2013/4 of course. But was one of the three seasons you mentioned 2009/10 when Spurs beat us to 4th place? Liverpool had slipped out by that point but we hadn't established ourselves either so I wouldn't really count that.

In the last 5 full seasons only in one have another team (Spurs) come close to breaking into the top four without one established team clearly screwing up. That was 2012/3 when they came within a point of Arsenal. When the rags and Chelsea missed out, they both got 64 points, which is way off a fourth place finish.

You can't look at the results in isolation without also looking at the end of last season. He was actually given a fair chance surviving the summer--this was his fourth season, not fourth month.

Just to be clear, I'm not saying Rogers did not deserve the boot, I'm saying booting him without a replacement would be a very risky move. No point booting him unless you know you have a better option!
 
When it becomes clear that the dippers already had an agreement in place with Klopp or Ancelloti before telling the Brogde he was out on his arse, I assume the media will go into meltdown, tell the world the club is a disgrace to football and the owners scum, just like they did with City when Mancini replaced Hughes?!........ But I won't hold my breath

I believe Klopp was sat in the stands at Goodison.
