There's no "coincidence".


To be honest i'm not sure if the track is completed in that photo. The Paul Riccard track in france also is painted like this. It is a special abrasive paint that has a texture like sand paper to cause friction with the cars tyres and slow them down when they spin off. They deem this safer than the traditional sand traps these days

If it was because of City, they would have actually made it sky blue. When you see it in person it's more of a greeny turquoise type colour.

Not quite. I think the whole perimeter is something like 2km. It's still very impressive though.
 
It is more of a greeny blue - think it may be the signature colour of the Hotel/Marina, because I got this free shot in the Sky Bar at the Yas last weekend, and although tasted vile, it is sort of the same colour blue (as is the glass on the bridge that you drive over to get to the hotel):

Correct Uwe, it's a fairly recent safety feature (a mixture of tungsten and tarmac) that just happens to be blue, in motor racing it's known as a "blue zone" and is taking over from gravel traps as it's less damaging to cars that go off and then recover. There is also a red version which is much rougher and stops cars quicker.
