The club will pay what they think his value is. Hopefully, both parties are not a million miles apart and it will get done soon.I was more thinking from the City perspective what has he done to consider paying the fee being mentioned.

When Kev is fit, Phil plays on the right. When he isn't, Phil plays in the middle.
Bernie and Kova can alternate, with Bernie filling in on the right when required.
The big issue is what happens when Jack is injured.
Given that Bernie and Foden are 2 of our only 3 realistic options out wide as well, there's no way on Earth we've got enough midfield cover, particularly as McAtee and Perrone just aren't ready for the 1st team, except on an occasional basis off the bench.De Bruyne, Bernardo, Foden, Kovacic, Perrone, McAtee is enough in midfield. Would rather make do for a season than go and get Paqueta.
West Ham would be mad not to demand 100m too.
