I think it's pretty clear that City see Kalvin Philips' future away from the Etihad. If the investigation into Paqueta's involvement in betting goes beyond this window, but is resolved by January, Philips + £35m/£40m to WHU for Paqueta sounds feasible.
Moyes had a strong interest in Philips previously & I think Kalvin would thrive there.
As for Paqueta, the suspicious betting patterns sound dodgy as fuck, but similarly to a recent case with Granit Xhaka, without witnesses, messages, recordings, or him placing bets himself etc, I really fail to see how it can be proven Lucas was involved . \0/
