Mc Donald Mariga deal done (Merged)

The old work permit criteria for football clubs wishing to employ players from non-EU countries have meant that it was only possible to get a work permit for a player who was only of the top 6 wage earners at his home club. This rule and the rule that work permits muct be reviewed every few months have been changed.
The Press Release above notes that work permit criteria for the 1999/2000 football season are to be as follows:-

Players must have appeared in 75% of their country's competitive international 'A' team fixtures in the previous two years;
Permits will be valid for the length of a player's contract with the club;
The FIFA ranking of the player's national side aggregated over 2 years (at or above 70th place) is a basic criterion.

I was suprsied that Mancini spoke out about this deal. It was clear from what he said that he really wanted this guy, and that he will turn into a very decent prospect.
The fatct Inter moved so quickly to get him after it failed with us is an indication of this IMO.

I'm sure there'll be new blood come in, in the Summer. We have scouts all over the world looking at the next crop of talent.

But there has also been permits granted for special dispensation, if they feel the player will enhance the quality of the league!!

It's obvious that this was our argument!!

I'd be very interested if anyone knows of specific examples of special dispensations which bypassed the rules. Clearly there have been none for Kenyan players but other nationalities perhaps? Benjani has been mentioned although there were political circumstances in Zimbabwe that may have been a factor. Any others do you know?
