He's repeatedly dragged City into human rights discussions, often in quite strained manner.
I don't see too much problem in a report trying to highlight perceived politicians' failings per se, but haven't read 40+ pages of text - a keyword suggests has about 65 references to football (not too many in 40+ pages) and 24 to sportswashing.
