I think he'd written the article and was waiting for an opportune moment to print it. But we were already through that poor spell of form, and the later they left it, the more ridiculous it looked. So they printed it anyway, rather than just binning it.
100% this. And almost certainly written under instructions
 
Nearly every single back page has same main headline about a City 100m bid for Halland .....BBC gosipc section makes no reference what so ever (even though visible on same page. Seems a strange editorial choice...

It's only because they are all Reach titles.

Just because you read it three times on the back of a newspaper doesn't give it any added credibility.

It's a story which has been done previously and they get to fill three back pages for zero cost and little effort.
