If United's & Liverpool's owners didn't take money out of their clubs then they could compete with City quite easily financially but it's what they choose to do.

To be fair I’ve seen loads of interviews with Shearer where he said United did make him an offer and that he ended up just choosing Newcastle. Said he left a message on Ferguson’s voice mail to let him know but never heard back :)
