There's an intellectual dishonesty in that piece like a lot of similar stories.

Had Souness donned a sky blue shirt he would have been the most cautioned and sent off player in the history of football. Same with anyone who comes with a hard man image. Pep wants footballers not thugs, but it's funny how our footballers are classed as rough-house merchants by the foul stats.

I recall the arrival of Souness into Scottish Football. He was player manager for Rangers in the season opener against Hibs at Easter Road. He was sent off for ‘violent conduct’ and this precipitated a mass brawl in which 20 of the other 21 players were yellow carded. Hibs goalkeeper Alan Rough was the only one to escape.

Back then, referees in Scotland were reluctant to send off a Rangers player for anything less than mass murder. Souness would certainly have had to change his playing style to survive in Football now.

The quote from him is not really damning - he just suggests that City and the PL have an agreement to not disclose stuff.

Yes access to City information for the PL investigation is covered by high cost NDAs. i.e if anything leaks, we own the Premier League.
Also we aren't allowing PL fishing trips. They ask a question and give legitimate reasons behind the questions and we give them an answer that complies with International accounting law.
The fact they have found sweet FA that is new or against PL rules indicetes that they are just treading water to pacify the old cartel who think an investigation is possibly finding stuff (which it won't) till they have to give up.
