They don't but as of now, UEFA does. No matter how little they care about it, UEFA will sanction them with all sorts of stuff if they fall foul again. It makes my point relevant in the sense Messi could be linked to all sorts of clubs under the big blue heaven but there are only a certain handful of them who can realistically afford his release clause and wages without failing FFP. And as I said before, I'm only mentioning Adidas because all this while only Adidas sponsored clubs have been linked with his transfer. And I only think so because Adidas have been specifically mentioned in every rumor saying they will pay in part for his transfer.
I might come across as a proper dimwitted knobhead and a 24 karat bellend to almost everyone on here but I'm being realistic. According to this:

Unlike Tranny, he's on the right side of 30, just won the treble and at his highest peak ever so its highly unlikely he'll take a wage cut not to mention his 7 contract renegotiations in his time at Barcelona. So we're potentially looking at an outlay of £68 million per year assuming a 5 year contract. Do you think we will be allowed to spend that kind of money on ONE player with FFP around?
Compare this with our highest purchase and earner, Kun. Bought for £38 million with a current wage bill of $18 million (£11.5 million) according to this:

You might again say like someone else did that I've put 2 and 2 together and come to 10 000 000 but I'm only being realistic based on the information that is available in public domain. That said, I will be more than glad to be proven a total idiot if that means we can land Messi without getting into any problems of FFP or any other sort.
