Most likely, it's one of these two. However, there is also Facundo Buonanotte at Brighton. 18, potentially very high ceiling. He would be a big-time project player, though.

He has that quality that small tough south American players have....low centre of gravity, great close control and able to produce someone of nothing

However, dealing with Brighton is a hit of a nightmare
